Rui Gomes da Silva was born in Porto on August 23, 1958. He graduated in law from the University of Lisbon in 1981 and is a senior partner of Legalworks.

Rui Gomes da Silva is a member of the Social Democratic Party and followed Pedro Santana Lopes in various career positions, being chief of staff when Santana Lopes was Secretary of State for the Presidency of the Council of Ministers. In 1989 the two friends created PEI, a company destined to compete for the privatizations of enterprises. With this company they acquired the Record newspaper and the newspaper Diário Popular, they were sold in 1992 and 1991 respectively. This company also founded the journal O Liberal, Rádio Geste and the magazine Sábado.
He was elected Member of the Assembly of the Republic in 1987, 1991, 1999, 2002 and 2005. In 2004, Pedro Santana Lopes appointed him as Minister of Parliamentary Affairs and Deputy Prime Minister,
He was also elected to the Municipal Assembly of Lisbon and Cascais.
Travels on planes full of ivory
On September 23, 1989, during a trip to Jamba, Rui Gomes da Silva suffered a plane crash. The cause of the fall was due to the excess weight of ivory, as can be read in this news. Jamba was a place used by drug and ivory traffickers.
