The attachment contained the card of citizenship of Ferreira Nunes, formerly responsible for the scores of the referees when Vítor Pereira was the president of the Referees Council.
This seems very strange, especially using a false name and an e-mail saying “atento.arbitragem”.
On December 23, 2016, Augusta Moreira, from the financial department of Abreu Advogados sent José Miguel Nora and Ferreira Nunes the invoice for the services provided by partners, requested by Frankc Vargas. Mr. Ferreira Nunes – or Frankc Vargas – forwarded the invoice to Paulo Gonçalves. Why does a former referee’s evaluator who has an invoice to pay, refers the same to Benfica’s legal adviser? For the favors made in the past?
But that’s not all, the referees working in the Portuguese leagues received an email from Frankc Vargas in which he attacked the actual Referees Council! Nobody knew who it was, but now everyone knows it. This email was sent in July 2017.
According to the newspaper O Jogo, the e-mail sent was “Achievement of the qualifying process by the referees and assistants who played in the 2016/17 season in professional football” and had the purpose of attacking the Referees Council, from the appointment of advisors to participate on the revaluation of some football cases (fouls, penalty’s, etc.) and on the fact that Paulo Costa, who is an advisor, has a brother on the referee’s Council.
According to Frankc Vargas “There is no doubt that the refereeing process of the 2016/17 season was anything but transparent, as evidenced by the fact that the Arbitration Council needed to deny the existence of a committee of advisors with a decisive influence on the classification of the referees ”

“Apparently, this allegation is based on a lie because, to what O Jogo has established and contrary to what Frankc Vargas says, the Arbitration Council confirmed the existence of the advisors and explained their role to the Council of Justice (CJ). That will quickly be proven when there is a decision of the CJ in the two pending cases, by Tiago Antunes and Jorge Ferreira (two referee’s that were relegated). Officially, the evaluation assessors are already part of the classification process, and the current methods have been agreed with the referee’s themselves through the APAF [Portuguese Associations of Football Referees], and they are also supposed to be safeguarded if they are not aware of either the grades or the classification of the judges.
The newspaper Ojogo confirmed with the referees, the receipt of the email, which was also known by the Referees Council, whose members are directly addressed by the author, always based on the central thesis of denying to the CJ the existence of advisors. “Who were the ‘leaders’, ‘commentators’ or ‘communication directors’ who commissioned/advised these procedures and position?”
Another curious fact will be the similarity of argumentation between the email and the defense of the referee Jorge Ferreira regarding his relegation. Jorge Ferreira is part of a group of eight referees mentioned as being appreciated by Benfica in the first exchanges of correspondence released by FC Porto. Contacted by OJOGO, Jorge Ferreira declined to comment, confirming that he knew the classification process and the role of the advisors.
The pseudonym Frankc Vargas and the email “firstname.lastname@example.org” came to the attention of the public last Tuesday when Francisco J. Marques revealed an exchange of messages between this sender and Paulo Gonçalves, legal advisor of Benfica. The identification is clarified when, at a certain point, Frankc Vargas attached the Digitized Citizen Card, although it was already well suggested by the content of the conversations. Later, to send Benfica the invoice for a legal opinion, Ferreira Nunes, who did not pick up the phone yesterday, even uses his genuine email address. “
